Accessible roadways are a critical component of a transportation system that preserves and enhances the mobility of all Minnesotans regardless of age, income or ability. A poorly desinged or maintained sidewalk inhibits mobility, particularly for the elderly and those using a wheelchair or other assistive device. Poor sidewalks may also contribute to an important pedestrian network link. By identifying where poor sidewalk conditions exist, this measure creates the opportunity to target investment toward state highways with the greatest need for pedestrian improvements.
